Software quality is one of the important elements of project management. Software review is one of the most cost effective techniques for detect and remove defects for improving software quality during software development life cycle. Literature suggests that experience and training have positive effect on software review performance. However, there is no empirical study conducted to analysis the important relationships between, experience, training and performance. A laboratory study was conducted with 192 volunteer university students to examining the above relationships in (...) a software review task. The results suggests that (1) there is positive relationships between role experience and performance, (2) training has no impact on performance, (3) working experience has an positive effect on performance (4) working experience has an impact and (5) role experience has no impact on performance. Employees with self-perceived misattributed culpability or incompetence are on the receiving end of complaints, reprimands, or accusations which, from their perspective, incorrectly assume that that they have fallen short of required standards or outcomes. We analyzed an archive of 23 personal stories featuring SMCI, which had been provided by 16 Hong Kong Chinese employees. The stories indicated that the most severe impacts on employee morale had arisen from punitive and targeted feedback based on misrepresentations by superiors, who had engaged in (...) blame deflection, politicking and manipulation, conflict and retaliation, and/or prejudice and stereotyping. We also identified organizational processes, such as soliciting and accepting voice and engaging in problem solving discussions that could attenuate any adverse emotional impact. (shrink)

In examining the practice of power in the Birth Planning Policy of China, the author argues that the theorizing of the public-private frame and public patriarchy based on the welfare state in the West fails to capture the specific gender and state relations in the Chinese socialist context. With the convergence of the traditional familial order and the development of a modern nation-state, the “public” sphere of the Chinese socialist state is a disrupted space where the “state” still calls for (...) its people's sacrifice for the collective good and yet at the same time, a terrian where citizens can claim their rights. It is also a domain where Chinese women's reproduction is collectivized for the cause of socialist modernization and yet a realm where they claim their voices. In the conclusion, the author addresses the question of Chinese women's agency in maneuvering through the patriarchal system and using the policy as a springboard to effecting changes in it. We find ourselves in a media-intensive milieu comprising networks, images, sounds, and text, which we generalize as data and metadata. How can we understand this digital milieu and make sense of these data, not only focusing on their functionalities but also reflecting on our everyday life and existence? How do these material constructions demand a new philosophical understanding? Instead of following the reductionist approaches, which understand the digital milieu as abstract entities such as information and data, this article proposes to (...) approach it from an embodied perspective: objects. The article contrasts digital objects with natural objects (e.g., apples on the table) and technical objects (e.g., hammers) in phenomenological investigations, and proposes to approach digital objects from the concept of “relations,” on the one hand the material relations that are concretized in the development of mark-up languages, such as SGML, HTML, and XML, and on the other hand, Web ontologies, the temporal relations that are produced and conditioned by the artificial memories of data. How can digital objects be understood according to individualization and individuation? Hui pursues this question through the history of ontology and the study of markup languages and Web ontologies; he investigates the existential structure of digital objects within their systems and milieux. This article aims to bring forward a critical reflection on a renewed relation between nature and technology in the Anthropocene, by contextualizing the question around the recent debates on the “ontological turn” in Anthropology, which attempts to go beyond the nature and culture dualism analysed as the crisis of modernity. The “politics of ontologies” associated with this movement in anthropology opens up the question of participation of non-humans. This article contrasts this anthropological attempt with the work of the philosopher Gilbert (...) Simondon, who wants to overcome the antagonism between culture and technics. According to Simondon, this antagonism results from the technological rupture of modernity at the end of the eighteenth century. This paper analyses the differences of the oppositions presenting their work: culture vs. nature, culture vs. technics, to show that a dialogue between anthropology of nature and philosophy of technology will be fruitful to conceptualize a renewed relation between nature and technology. One way to initiate such a conversation as well as to think about the reconciliation between nature and technology, this article tries to show, is to develop the concept of cosmotechnics as the denominator of these two trends of thinking. I thought the paper by Kai-yee Wong and Chris Fraser was fascinating and insightful. Two things I especially appreciated are the clarity with which they summarize my views. I think they are quite fair and accurate. Second, I appreciate their suggestion that the way to deal with the practical problem of weakness of will has much to do with the role of the Background in shaping our actions. I think they are especially on the right track when they say (...) that the improvement of Background skills may actually narrow the range of real options for action, (p. 21) nonetheless, they do not decrease freedom. As they say, “It is a process of strengthening the self, and the agent is likely to experience the concomitant restriction of ‘live’ options not as a limitation but as strength of character.” (p. 21). That seems to me very much on the right track. What they are suggesting, and it is a powerful addition to my own writings, is that we should not just think of the Background as facilitating languages, games and social practices generally, but for morality as well (p. 23). This book is an investigation of algorithmic contingency and an elucidation of the contemporary situation that we are living in: the regular arrival of algorithmic catastrophes on a global scale. Through a historical analysis of philosophy, computation and media, this book proposes a renewed relation between nature and technics.

David B. Wong proposes that there can be a plurality of true moralities, moralities that exist across different traditions and cultures, all of which address facets of the same problem: how we are to live well together. Wong examines a wide array of positions and texts within the Western canon as well as in Chinese philosophy, and draws on philosophy, psychology, evolutionary theory, history, and literature, to make a case for the importance of pluralism in moral life, and (...) to establish the virtues of acceptance and accommodation. Wong's point is that there is no single value or principle or ordering of values and principles that offers a uniquely true path for human living, but variations according to different contexts that carry within them a common core of human values. We should thus be modest about our own morality, learn from other approaches, and accommodate different practices in our pluralistic society. (shrink)

A systematic historical survey of Chinese thought is followed by an investigation of the historical-metaphysical questions of modern technology, asking how Chinese thought might contribute to a renewed questioning of globalized technics. -/- Heidegger's critique of modern technology and its relation to metaphysics has been widely accepted in the East. This essay takes up the line of critique of François Jullien in The Great Image Has No Form, that Chinese landscape painting ( shanshui) provides a counter-example to Western painting. The opposition, namely that the former undermines form and the latter focuses on form, provides two kinds of access to ‘truth’ and demonstrates two different philosophical temperaments between China and Europe. The article attempts to reflect on Jullien’s comparison and the varieties of experience of art that Jullien has opened up (...) for us. Since the announcement and establishment of the Oversight Board (OB) by the technology company Meta as an independent institution reviewing Facebook and Instagram’s content moderation decisions, the OB has been subjected to scholarly scrutiny ranging from praise to criticism. However, there is currently no overarching framework for understanding the OB’s various strengths and weaknesses. Consequently, this article analyses, organises, and supplements academic literature, news articles, and Meta and OB documents to understand the OB’s strengths and weaknesses and how it can (...) be improved. Significant strengths include its ability to enhance the transparency of content moderation decisions and processes, to effect reform indirectly through policy recommendations, and its assertiveness in interpreting its jurisdiction and overruling Meta. Significant weaknesses include its limited jurisdiction, limited impact, Meta’s control over the OB’s precedent, and its lack of diversity. The analysis of a recent OB case in Ethiopia shows these strengths and weaknesses in practice. The OB’s relationship with Meta and governments will lead to challenges and opportunities shaping its future development. Reforms to the OB should improve the OB’s control over its precedent, apply OB precedent to currently disputed cases, and clarify the standards for invoking OB precedent. Finally, these reforms provide the foundation for an additional improvement to address the OB’s institutional weaknesses, by involving users in determining whether the OB’s precedent should be applied to decide current content moderation disputes. What will philosophy of technology be as its practitioners depart from the cross- roads of the ideas of Don Ihde and Bernard Stiegler? Their two lines of thought confront and cross each other, giving rise to different ways of understanding technologies. Rather than following one or the other of these directions, I propose an Erörterung of such crossroads. As Heidegger’s commentary on Georg Trakl’s poetry insists, Erörterung means, first, “to point out the proper place or site of something to situate (...) it,” and, second, “to heed that place or site ”. This Erörterung has to be conducted at multiple times, on multiple levels, as each of them hermeneutically identifies its own site. I proceed first through an Erörterung of the crossroads of the thinking of technology after Ihde and Stiegler, and second through an Erörterung of the Ort or the site of the first Erörterung, where the Ort for Heidegger is the land of the evening, the Occident [Abendland], in the throes of globalization, or more precisely Americanisation, a form of disorientation, that obscures the unconcealment of the essence of the human-technology relationship central to Heidegger. In the third part, I propose that the way to integrate and extend Heidegger, Ihde, and Stiegler is to acknowledge the importance of historical, cultural, and geopolitical difference in the interrelationship between the cosmos, morality, and technical activities, what I call cosmotechnics. This article comments on a paper titled ‘Technique et eschatologie: le devenir des objets techniques’ that Gilbert Simondon presented in 1972. For Simondon, eschatology consists of a basic presupposition, which is the duality between the immortal soul and the corruptible body. The eschatology of technical objects can be seen as the object’s becoming against time. Simondon suggests that in the epoch of artisans, the product through its perfection searches for the ‘immortality of his producer’, while in the industrial epoch standardization (...) becomes the key mover, in the sense that different parts of the object can be replaced. This analysis of Simondon on the relation between technics and eschatology allows a speculation on the soul of technical objects by tracing his earlier works. This conception of the soul, as this article tries to show, allows Simondon to address the alienation of technical objects in juxtaposition to a Marxist critique of alienation. (shrink)

This article asks how can we articulate the limit of artificial intelligence, which virtually has no limit? Or maybe the definition of AI already implies its limit, how Marvin Minsky once declared that there is no generally accepted theory of intelligence, and that AI is only one particular way of modelling it. This article revisits the debate between Minsky and Hubert Dreyfus and repositions them in terms of an opposition between mechanism and organism, in order to expose the limit of (...) Dreyfus’s Heideggerian critique. It suggests reflecting on the relation between noodiversity and technodiversity to methodologically broaden the concept of intelligence, and on how different concepts of intelligence could be thought by introducing the Chinese philosopher Mou Zongsan’s interpretation of Kant’s intellectual intuition. Cultural differences pose a serious challenge to the ethics and governance of artificial intelligence from a global perspective. Cultural differences may enable malignant actors to disregard the demand of important ethical values or even to justify the violation of them through deference to the local culture, either by affirming the local culture lacks specific ethical values, e.g., privacy, or by asserting the local culture upholds conflicting values, e.g., state intervention is good. One response to this challenge is the human rights (...) approach to AI governance, which is intended to be a universal and globally enforceable framework. The proponents of the approach, however, have so far neglected the challenge from cultural differences or left out the implications of cultural diversity in their works. This is surprising because human rights theorists have long recognized the significance of cultural pluralism for human rights. Accordingly, the approach may not be straightforwardly applicable in “non-Western” contexts because of cultural differences, and it may also be critiqued as philosophically incomplete insofar as the approach does not account for the role of culture. This commentary examines the human rights approach to AI governance with an emphasis on cultural values and the role of culture. Particularly, I show that the consideration of cultural values is essential to the human rights approach for both philosophical and instrumental reasons. (shrink)

Emergence is a notorious philosophical term of art. A variety of theorists have appropriated it for their purposes ever since George Henry Lewes gave it a philosophical sense in his 1875 Problems of Life and Mind. We might roughly characterize the shared meaning thus: emergent entities (properties or substances) ‘arise’ out of more fundamental entities and yet are ‘novel’ or ‘irreducible’ with respect to them. (For example, it is sometimes said that consciousness is an emergent property of the brain.) Each (...) of the quoted terms is slippery in its own right, and their specifications yield the varied notions of emergence that we discuss below. There has been renewed interest in emergence within discussions of the behavior of complex systems and debates over the reconcilability of mental causation, intentionality, or consciousness with physicalism. This essay considers the pandemic as a consequence of the planetary condition. It goes on to ask: Can philosophy contribute to the elucidation of the planetary, or is philosophy, in the words of Heidegger, already completed in and as the planetary? What kind of relation to the planetary will it desire to have?

Chapter 1 reconstructs Gadamer's fundamental philosophical task. The task is the problem of certainty, which is the problem of responding in some way or another to reasons that seem to show that we need, but cannot complete, the justificationalist project. Justificationalism is the view that we need a special philosophical of all human knowledge all at once. Chapter 2 argues that Hegel and Heidegger both try to solve the problem of certainty by transforming the realist conception of truth on which (...) it depends. Chapters 3 and 4 argue that Gadamer provides the resources for a different response. By exploiting similarities between Gadamer's account of understanding and externalism in analytic epistemology, I argue that there is a possible position, hermeneutic externalism, which is based on Gadamer's concept of authority. Chapter 5 tries to show how hermeneutic externalism finally provides an answer to the problem of certainty. The conclusion that I would like to draw from the whole of this work is that Gadamer is a realist and an externalist, in the sense that those views represent what he should think. He should embrace externalism and realism because they best represent his genuine insights and they best address the philosophical task as he conceives it. (shrink)

The practice of covertly administering medication is controversial. Although condemned by some as overly paternalistic, others have suggested that it may be acceptable if patients have permanent mental incapacity and refuse needed treatment. Ethical, legal, and clinical considerations become more complex when the mental incapacity is temporary and when the medication actually serves to restore autonomy. We discuss these issues in the context of a young man with schizophrenia. His mother had been giving him antipsychotic medication covertly in his soup. (...) Should the doctor continue to provide a prescription, thus allowing this to continue? We discuss this case based on the “four principles” ethical framework, addressing the conflict between autonomy and beneficence/non-maleficence, the role of antipsychotics as an autonomy restoring agent, truth telling and the balance between individual versus family autonomy. This paper is to inform the recent situations of work by the foreign domestic workers (FDWs) in Hong Kong through the lens of Covid-19. Through the interviews with seven informants — two employers and five FDWs, stories describing the changes in their working conditions, rights and entitlement, and the contextual environment related to the impacts of Covid-19 were collected. They were analysed through three theoretical tools — visibility/invisibility, mobility/immobility, and work boundary. The findings show that under the Covid-19 crisis, the (...) FDWs experienced more hardships and struggles in both the home country and host country. The paradoxes of visibility/invisibility and mobility/immobility together with blurred work boundary were found in their experience of work, rights and entitlement, and the contextual environment. On one hand, the employers’ power of controlling FDWs has increased, but the agency to resist by the FDWs has decreased making them to turn to more passive means of resistance which could harm the FDWs’ physical and mental health and wellbeing. This article addresses “Creativity after Computation” by looking into the concept of artificial imagination, namely the machine’s ability to produce images that challenge artmaking and surprise human beings with the aid of machine learning algorithms. What is at stake is not only art and creativity but also the tension between the determination of machines and the freedom of human beings. This opposition restages Kant’s third antinomy in the contemporary technological condition. By referring to the debate on the question of imagination (...) in Kant, Heidegger, and Stiegler, the article suggests that imagination is always already artificial and that it is more productive to develop an organology of artificial imagination. It clarifies the notion of artificial imagination and offers an organological reading through a reinterpretation of Leibniz’s monadology, Kant’s sublime, and Schiller’s aesthetic education against the backdrop of recursive algorithms. This article explores the concept of individuation in the early Schelling and Simondon by bringing them into dialogue, thereby highlighting affinities and differences in their philosophical projects in light of their epistemological and historical backgrounds. Individuation stands out as a major component of both Schelling’s Naturphilosophie and Simondon’s theory of genesis. But its role within both authors’ thinking is quite different: while for Schelling individuation constitutes a major problem that the philosophy of nature ventures to solve, namely the constitution of (...) finite products from the absolute productivity of nature, individuation as a process is the fulcrum of Simondon’s philosophy as a whole, both a driving force and a name for being as such. These divergent approaches are related by a common quest for an immanent genesis of being and the necessity of the third, elaborated in close dialogue with the scientific discoveries of their respective times and the re-appropriation of metaphysics. This article approaches Schelling’s and Simondon’s theories of individuation respectively from the concept of force and the concept of information, and suggests how these two seemingly parallel enquiries can be read as complementing each other in parallax, in order to contribute to the contemporary understanding of nature and individuation. The argument for metaethical relativism, the view that there is no single true or most justified morality, is that it is part of the best explanation of the most difficult moral disagreements. This Element discusses the latest arguments in ethical theory in an accessible manner, with many examples and cases.

Algorithms can now identify patterns and correlations in the (big) datasets, and predict outcomes based on those identified patterns and correlations with the use of machine learning techniques and big data, decisions can then be made by algorithms themselves in accordance with the predicted outcomes. Yet, algorithms can inherit questionable values from the datasets and acquire biases in the course of (machine) learning, and automated algorithmic decision-making makes it more difficult for people to see algorithms as biased. While researchers have (...) taken the problem of algorithmic bias seriously, but the current discussion on algorithmic fairness tends to conceptualize ‘fairness’ in algorithmic fairness primarily as a technical issue and attempts to implement pre-existing ideas of ‘fairness’ into algorithms. In this paper, I show that such a view of algorithmic fairness as technical issue is unsatisfactory for the type of problem algorithmic fairness presents. Since decisions on fairness measure and the related techniques for algorithms essentially involve choices between competing values, ‘fairness’ in algorithmic fairness should be conceptualized first and foremost as a political issue, and it should be (re)solved by democratic communication. The aim of this paper, therefore, is to explicitly reconceptualize algorithmic fairness as a political question and suggest the current discussion of algorithmic fairness can be strengthened by adopting the accountability for reasonableness framework. This paper aims at engaging Kant’s and Schelling’s theories of time in dialogue. It begins with Schelling’s famous criticism of Kant’s theory of time in his Weltalter (Ages of the World). It will examine this question from four main perspectives, namely the unity of time; time and a unitary object of experience;subjectivity of time; and the problem of infinity of time. It will show that Schelling’s criticism may instigate some fundamental reflections on Kant’s theory oftime, the relation between objective and (...) subjective time, and the possibilities of connecting Kant’s different meanings of time in his first Critique. Further, it willshow that despite the fundamental differences between Kant’s and Schelling’s philosophical systems, some of Schelling’s ideas about time may have their earlier expressions in Kant. While Schelling has gone further and radicalized some insights from Kant in his own version of idealism, his criticism of Kant may find possible responses from the latter’s first Critique. (shrink)

Any encounter between Strauss and Stiegler requires critical elucidation of the notions of _polis_ and _nomos_ as central to classical political philosophy and the ways in which both have been transformed by technology. We must ask with Stiegler what kind of new geopolitical configuration is possible in our time, in the digital age, and in the Anthropocene.

This article aims to clarify the question of speed and intensity in the thoughts of Simondon and Deleuze, in order to shed light on the recent debates regarding accelerationism and its politics. Instead of starting with speed, we propose to look into the notion of intensity and how it serves as a new ontological ground in Simondon's and Deleuze's philosophy and politics. Simondon mobilises the concept of intensity to criticise hylomorphism and substantialism; Deleuze, taking up Simondon's conceptual framework, repurposes it (...) for his ontology of difference, elevating intensity to the rank of generic concept of being, thus bypassing notions of negativity and individuals as base, in favour of the productive and universal character of difference. In Deleuze, the correlation between intensity and speed is fraught with ambiguities, with each term threatening to subsume the other; this rampant tension becomes explicitly antagonistic when taken up by the diverse strands of contemporary accelerationism, resulting in two extreme cases in the posthuman discourse: either a pure becoming, achieved through destruction, or through abstraction that does away with intensity altogether; or an intensity without movement or speed, that remains a pure jouissance. Both cases appear to stumble over the problem of individuation, if not disindividuation. Hence, we wish to raise the following question: in what way can one think of an accelerationist politics with intensity, or an intensive politics without the fetishisation of speed? We consider this question central to the interrogation of the limits of acceleration and posthuman discourse, thus requiring a new philosophical thought on intensity and speed. (shrink)

A closer look at the theories and questions in philosophy of technology and ethics of technology shows the absence and marginality of non-Western philosophical traditions in the discussions. Although, increasingly, some philosophers have sought to introduce non-Western philosophical traditions into the debates, there are few systematic attempts to construct and articulate general accounts of ethics and technology based on other philosophical traditions. This situation is understandable, for the questions of modern sciences and technologies appear to be originated from the West; (...) at the same time, the situation is undesirable. The overall aim of this paper, therefore, is to introduce an alternative account of ethics of technology based on the Confucian tradition. In doing so, it is hoped that the current paper can initiate a relatively uncharted field in philosophy of technology and ethics of technology. (shrink)

This paper aims to approach the notion of writing in the digital age in order to reflect on the question of technodiversity, or the multiplicity of cosmotechnics. It takes off with what seems to be two criticisms against each other: one from Derrida's Of Grammatology, where he claims that ‘the notion of technics can never simply clarify the notion of writing’; and the other from Stiegler's Discretising Time, where he openly criticized Derrida, ‘I think that Derrida unfortunately has never really (...) explored the condition of the history of the supplement’. The essay elaborates on the contexts of these claims and suggests that this ‘indirect’ debate could be read as a parallax concerning the diversities of writing, one horizontal and the other vertical. Derrida, this essays argues, through his setting up of opposition between Hegel and Leibniz, Western phonogram and Chinese pictogram, substance and relation, proposes a diversity of writings which cannot be reduced to each other; while Stiegler by outlining a history of grammatisation, from literal, to analogue and now digital writing, proposes that philosophy has to be rethought according to this history and its respective technological conditions. This essay proposes synthesizing Derrida and Stiegler's claims to reflect on the future of technodiversity. (shrink)
